Trump threatens to slap sanctions on Iraq ‘like they’ve never seen before’
President Donald Trump threatened Sunday to slap sanctions on Iraq after its parliament passed a resolution calling for the government to expel foreign troops from the country.

Tensions in the Middle East spiraled last week after Trump called for a U.S. airstrike in Baghdad that killed a top Iranian general, Qasem Soleimani.

Speaking to reporters on Air Force One, the U.S. president said: “If they do ask us to leave, if we don’t do it in a very friendly basis, we will charge them sanctions like they’ve never seen before ever. It’ll make Iranian sanctions look somewhat tame.”

“We have a very extraordinarily expensive air base that’s there. It cost billions of dollars to build. Long before my time. We’re not leaving unless they pay us back for it,” Trump said
.

The president added that “If there’s any hostility, that they do anything we think is inappropriate, we are going to put sanctions on Iraq, very big sanctions on Iraq.”

Soleimani, the head of a special forces unit in the Islamic Revolutionary Guard Corps, was the key architect of Iran’s military operations overseas.

He was killed late Thursday while leaving Baghdad airport, when his convoy was struck by a drone, ordered by the U.S. president. One of those killed with him was a key Iraqi militia leader, Abu Mahdi al-Muhandis, who was the deputy commander of Iran-backed militias known as the Popular Mobilization Forces.

The Iraqi government has accused Washington of violating its sovereignty.

“The Iraqi government must work to end the presence of any foreign troops on Iraqi soil and prohibit them from using its land, airspace or water for any reason,” read the resolution passed by the Iraqi parliament, which convened in an extraordinary session on Sunday.

The U.S. ambassador to Iraq is set to meet a Iraqi Prime Minister Adel Abdul Mahdi on Monday to talk about the future of American military troops in Iraq, two U.S. officials familiar with the matter told NBC News. They said the U.S. was expecting Mahdi to inform the ambassador of its decision to expel U.S. troops in Iraq.

Iran’s supreme leader vows revenge after US kills top general in airstrike

Soleimani’s death marked a dramatic escalation in tensions between the U.S. and Iran, which was already deteriorating after Trump in 2018 unilaterally withdrew from the landmark Iran nuclear deal brokered by the Obama administration.

Tehran has vowed revenge for the commander’s targeted killing.

Asked by reporters on Air Force One if he was worried about retaliation from Iran, Trump said: “If it happens it happens. If they do anything there will be major retaliation.”

“They’re allowed to kill our people. They’re allowed to torture and maim our people, they’re allowed to use roadside bombs and blow up our people. And we’re not allowed to touch their cultural sites. It doesn’t work that way.”

On Saturday, Trump said in a series of tweets that the U.S. has targeted 52 sites “at a very high level and important to Iran and Iranian culture.”

Trump warned in those tweets that the U.S. will strike those targets “very fast and very hard” if Iran retaliates.

Key Points

Iraqi Prime Minister Adel Abdul Mahdi is pushing for parliament to end foreign troop presence as soon as possible.
The parliament is holding an extraordinary session where lawmakers said they would push for a vote on a resolution to end the foreign troop presence.
The U.S.-led coalition announced Sunday it was suspending most operations against “Islamic State,” or ISIS.

The Iraqi parliament passed a resolution Sunday calling for the government to expel foreign troops from the country in the wake of an U.S. airstrike that killed a top Iranian general, raising questions about the future of the allied mission that has successfully fought the “Islamic State,” or ISIS, in recent years.

The resolution asks Iraq’s government to cancel the request for assistance from the U.S.-led coalition operating in the country against the “Islamic State,” which once controlled large swathes of Iraq and Syria before allied intervention.

“The government commits to revoke its request for assistance from the international coalition fighting Islamic State due to the end of military operations in Iraq and the achievement of victory,” the resolution read.

“The Iraqi government must work to end the presence of any foreign troops on Iraqi soil and prohibit them from using its land, airspace or water for any reason.”

The U.S.-led coalition announced Sunday it was suspending most operations against “Islamic State,” also known in the Arab world as “Daesh.” The coalition has shifted its focus to protecting Iraqi bases from attack by Iranian-allied militias such as Kataib Hezbollah, according to an official statement.

“As a result we are now fully committed to protecting the Iraqi bases that host Coalition troops,” the U.S.-led coalition said. “This has limited our capacity to conduct training with partners and to support their operations against Daesh and we have therefore paused these activities, subject to continuous review.“

The Iraqi parliamentary resolution is non-binding on the government, but Prime Minister Adel Abdul Mahdi urged parliament earlier on Sunday to take urgent measures and end the foreign troop presence as soon as possible.

“Despite the internal and external difficulties that we might face, it remains best for Iraq on principle and practically,” Abdul Mahdi told parliament in a speech.

The death of Iranian military commander Qasem Soleimani in an U.S. airstrike Thursday night has enraged Shiite militias and their supporters in Iraq. The Baghdad government has accused Washington of violating its sovereignty.

The U.S. and Iran, though adversaries, are mutual enemies of “Islamic State” and effectively fought on the same side to crush the terrorist group’s de facto state in Iraq and Syria.

U.S. Secretary of State Mike Pompeo defended the American troop presence in Iraq during an interview with Fox News, saying Abdul Mahdi was under pressure from the Iranians.

“The prime minister is the acting prime minister...he’s under enormous threats from the very Iranian leadership that we are pushing back against,” Pompeo said. “We’re confident the Iraqi people want the United States to continue to be there.”

The U.S. is deploying an additional 3,500 troops to Iraq, Kuwait and other parts of the Middle East as tensions escalate in the wake of Soleimani’s death. It’s unclear how the Iraqi resolution would impact those deployment plans.

State Department spokesperson: "US is disappointed" by Iraq's vote to plan for end of US presence in Iraq

A spokesperson for State Department said today that “the United States is disappointed by the action taken today in the Iraqi Council of Representatives” to begin to work towards the end of US troops presence in Iraq.

Earlier Sunday, the Iraqi Parliament voted to obligate Iraq's government "to work towards ending the presence of all foreign troops on Iraqi soil," following the controversial targeted airstrike on Iranian commander Qasem Soleimani and a Iraqi militia leader.

Spokesperson Morgan Ortagus said in a statement that the US is awaiting “further clarification on the legal nature” of Iraq’s resolution and that the US hopes Iraq will reconsider.

“We strongly urge Iraqi leaders to reconsider the importance of the ongoing economic and security relationship between the two countries and the continued presence of the Global Coalition to Defeat ISIS,” Ortagus said.

Ortagus added: “We believe it is in the shared interests of the United States and Iraq to continue fighting ISIS together. This administration remains committed to a sovereign, stable, and prosperous Iraq.”

Head of Iraq's largest party calls parliament vote 'weak response' to US airstrikes

From CNN’s Hamdi Alkhshali

Muqtada al-Sadr, a leading Shia cleric and the head of Iraq's largest political bloc, Saeroun, called the Iraqi Parliament's vote Sunday a “weak response in comparison to American violations of Iraqi sovereignty."

Parliament voted Sunday to obligate Iraq's government "to work towards ending the presence of all foreign troops on Iraqi soil."

Al-Sadr called for Parliament to terminate the security agreement with the United States immediately and to close the “evil American embassy” and all American bases immediately, he said in a statement.

Al-Sadr urged the so-called "national resistance forces," a term used to describe paramilitary and militia forces, to support Iraqi security forces in protecting Iraq’s sovereignty.

The bloc leader also wants Iraqi resistance groups inside and outside the country to form “international resistance regiments.”

Al-Sadr reactivated the Mehdi Army after Qasem Soleimani's death. The army is his militia group, which was officially disbanded more than a decade ago.

Iran intended to kill U.S. personnel in missile attack: U.S. general
Phil Stewart

4 Min Read

WASHINGTON (Reuters) - Iran’s missile attack on Wednesday had been intended to kill U.S. personnel at Iraq’s al-Asad airbase, the top U.S. military officer said, in remarks that suggested that Tehran was, and perhaps still is, willing to risk major U.S. retaliation.
FILE PHOTO: U.S. Army General Mark Milley is seen as U.S. Defense Secretary Mark Esper speaks about airstrikes by the U.S. military in Iraq and Syria, at the Mar-a-Lago resort in Palm Beach, Florida, U.S., December 29, 2019. REUTERS/Tom Brenner

Army General Mark Milley, the chairman of the Joint Chiefs of Staff, was not ready to say whether Iran was done after its unprecedented attack on two Iraqi bases that host troops from the United States, Canada, Denmark, the United Kingdom and other nations.

Asked if perhaps Iran would see this as an incomplete mission, given the lack of U.S. fatalities, Milley said: “I think it’s perhaps too early to tell.”

Milley said he and others in the military “fully expect” Shia militia groups in Iraq, backed by Iran, to carry out attacks against U.S. and U.S.-led forces in Iraq and Syria: “That’s a very real possibility.”

His remarks came hours after President Donald Trump on Wednesday suggested Iran was “standing down” after it fired missiles at U.S. forces in Iraq overnight, as both sides appeared to be looking to defuse a crisis over the U.S. killing of an Iranian general.

Iranian Foreign Minister Mohammad Javad Zarif had said the strikes “concluded” Tehran’s response to the U.S. killing of Iranian commander Qassem Soleimani on Jan. 3.

Iranian Supreme Leader Ayatollah Ali Khamenei, addressing a gathering of Iranians chanting “Death to America,” said the missile attacks were a “slap on the face” of the United States and said U.S. troops should leave the region.

Trump said the United States did not necessarily have to respond militarily to Iran’s attack.

U.S. Defense Secretary Mark Esper, standing alongside Milley, cautioned that the U.S. military remained “poised and ready.”

Milley and Esper offered the most detail to date about the Iranian missile attack overnight, telling reporters at the Pentagon that Iran fired 16 short-range ballistic missiles from at least three locations inside Iran.

At least 11 of them hit al-Asad, while at least one other missile hit a facility in Erbil, Iraq. The others failed in flight. Esper said targets hit included tents, a helicopter and a parking lot and there was no major damage.
MISSILES WITH SIGNIFICANT POWER

Milley noted the missiles had 1,000 to 2,000-pound warheads on them, each with significant explosive power and “kill radius.”

“I believe, based on what I saw and what I know, is that (the strikes) were intended to cause structural damage, destroy vehicles and equipment and aircraft and to kill personnel. That’s my own personal assessment,” Milley told reporters.

“But the analytics is in the hands of professional intelligence analysts. So they’re looking at that.”

Milley and Esper said actions taken by military personnel safeguarded lives, as well as early warning from U.S. military systems that detect such missile activity.

A total of 64 US service members have been diagnosed with mild traumatic brain injuries in the wake of the Iranian missile attack on US forces in Iraq earlier this month, the Pentagon revealed Thursday evening, confirming an earlier CNN report.
President Donald Trump initially reported that "no Americans were harmed," but subsequent reports revealed that troops were injured in the attack, largely with concussions from the missile blasts.
The number of injured service members has steadily risen from zero to 11 to 34 to 50 to the current 64. "The numbers are growing," Chairman of the Joint Chiefs of Staff Gen. Mark Milley said at the Pentagon Thursday.

The number of US service members diagnosed with mild traumatic brain injuries in the wake of the Iranian missile attack on US and coalition forces in Iraq earlier this month has risen to 64, almost six times the figure that was reported a week after the president said "no Americans were harmed," the Pentagon revealed Thursday evening, confirming an earlier CNN report.

In retaliation for the US drone strike that killed Maj. Gen. Qassem Soleimani, former head of the Islamic Revolutionary Guard Corps' Quds Force, the Iranian military launched a barrage of more than a dozen ballistic missiles at US forces serving in Iraq. No injuries were initially reported.

On Jan. 16, US Central Command revealed that "while no US service members were killed" in this missile attack on Al-Asad Air Base, "several were treated for concussion symptoms from the blast and are still being assessed." A pressure wave from an explosion can injure organs like the brain and spinal cord at close enough range.

At that time, the number affected was 11. CENTCOM revealed that the service members were taken to facilities in Germany and Kuwait for additional screening and treatment.

On Jan. 24, the Pentagon revealed that the number of US service members who had been diagnosed with concussions, a mild traumatic brain injury, had risen to 34.

Two days earlier, President Donald Trump, who initially said there were no injuries, appeared to downplay the injuries suffered by US military personnel in the attack.

"I heard that they had headaches and a couple of other things, but I would say and I can report that it's not very serious," he said, adding, "I don't consider them very serious injuries relative to other injuries that I've seen."

Chairman of the Joint Chiefs of Staff Gen. Mark Milley said Thursday morning that the head injuries suffered in the attack were described as non-serious injuries, the least serious of DoD's categories for injury reports.

As for how many service members have been affected, he added that the "number is growing."

CNN, citing Pentagon officials, reported Tuesday that 50 US service members had been diagnosed with mild traumatic brain injuries, 16 more than had been announced days earlier. That total affected has since risen by 14, bringing the total to 64.

Thirty-nine service members have already returned to duty, the Department of Defense said Thursday. Eight have been evacuated to the US, and nine others are awaiting transport to the US. Others are still being assessed and treated in Iraq, Kuwait, and Germany.

"We do everything we can to identify, treat and help our service members recover and return to duty," Secretary of Defense Mark Esper said Thursday morning.

"We'll continue to monitor them the rest of their lives and continue to provide whatever treatment is necessary," Milley said of affected service members. "We take great pride in the fact that these are our own and we're going to take care of them."
